How to make a hoop?

I want to make some skins for samba bass drums. I goat skin is the easy part but the hoop is impossible to buy.. I tried steaming some strip wood from the diy store and ended up with a she ad full of splinters!
Could somone start me off right?

Not really an issue (although for £60 I can buy a skin mounted on a hoop).

The sizing is different. On a rock kit the hoop is for supporting the head so for instance, a 22" hoop is 22" on the outside so you can mount a 22" head to it. I need to make a head to fit onto a 22" shell, so the diameter is measured on the inside. Also the depth needs to be only 16mm because you wrap the skin around it.

So really have to make it or have it made.
